BDS/GNSS Open Laboratory of Changsha was located in Hunan, the national BeiDou satellite navigation industry application demonstration province, which was jointly constructed by Hunan Engineering Research Center of Navigation Instrument, Hunan Matrix Electronic Technology Co., LTD., and ChangSha CEC Software Park. Sub-laboratory of Changsha gathered the data, experts, relevant instruments and equipment, and other high quality resources of the co-construction units, to promote the resources sharing in Hunan. It also build the BeiDou Civil Data Center. At the same time, it radiate the entire region of south-central and promote the development of navigation industry, joint regional enterprises and universities to carry out the "LAB-ETS" talent training mode of BDS/GNSS Open Laboratory .

Hunan Engineering Research Center of Navigation Instrument was the provincial innovation platform approved by the Development and Reform Commission of Hunan province in 2011. As the only navigation area engineering research center in Hunan, it aim at serve the country in technological innovation and achievement transformation demand of the autonomous and controllable navigation system, to create the national autonomous brand of BeiDou. The center was led by the EMSD and automation College of National University of Defense Technology, Hunan Matrix Electronic Technology Co., LTD.
