Sino-Russia Satellite Navigation Cooperation Roundtable Conference was held to promote pragmatic cooperation between systems

On June, 30th, 2014, Sino-Russia satellite navigation cooperation roundtable conference was held at Harbin International Conference Center. Chinese Vice Premier Wang Yang and Russian Prime Minister Dmitry Rogozin attended the opening ceremony.

On the opening ceremony, with the witness of two leaders, the director of Chinese satellite navigation system management office Ran Chengqi and the deputy director of the Russian Federal Space Agency Sergei·Javier have signed a memorandum of understanding. This has made a clear willingness for bilateral cooperation and has laid an important foundation for enhancing mutual trust and pragmatic cooperation.

Since Beidou Satellite Navigation System began to provide formal service in 2012, the breadth and depth of the system application increased year by year. By now, the domestic industry has formed to a certain scale. Beidou/GNSS navigation chips/modules have achieved volume production with similar international key performance parameters. By the end of first quarter of 2014, domestic BDS/GNSS navigation module sales have reached over 2 million.  Beidou has realized large scale application in transportation, marine fisheries, hydrological monitoring, weather forecast, geodesy, smart driving test, timing of communication, unity of time of power system, disaster mitigation, mobile navigation, vehicle navigation and many other applications. Especially, Beidou transport application sector has take the lead in large-scale-applications. More than 0.3 million key transportation vehicles have amounted Beidou compatible terminals. More than 0.2 million Beidou terminals have been installed and sold in automobile frond and end installation market. Beidou has been gradually coming into and serving ordinary people’ lives. The application promotion of Beidou and its industrialization has become the focus.

During the meeting, issues on technology development related to satellite navigation application and it industrialization, high-precision application, international promotion have triggered a lot of concern. In the application forum, representitives both from China and Russia have introduced the applications of Beidou and Glonass in various areas. In-depth communications have been followed around topics of navigation technology application and intridusaliztion strategy. During the work session, Chinese delegations and the Ministry of Transport of the Russian Federation, the Russian Federal Space Agency, non-commercial organizations of GLONASS have explored further potential cooperation fields and areas.

As an important national strategic infrastructure, satellite navigation system has the responsibility for promoting the development of politics, economics, society and technologies. The strategic mutual trust and cooperation agreement between Sino-Russia in satellite navigation area is conducive to deepening the comprehensive strategic partnership between China and Russia. As a responsible global satellite navigation system provider, the Beidou satellite navigation system, adhering to the basic principles of mutual benefit, insisting compatible and interoperable development strategy, will actively carry out international coordination, promote multi-system compatibility and provide better navigation and positioning services to worldwide users. China is willing to work with the rest of the world, including Russia navigation system supplier, working together to promote the development of global satellite navigation. Make satellite navigation technology to better serve the world and benefiting of mankind.

The Sino-Russian cooperation in satellite navigation Roundtable Conference was held by CSNO, the Ministry of Transport of the Russian Federation, the Russian Federal Space Agency, and non-commercial GLONASS organization group. As one of the 13 key business activities during the Sino-Russia Expo, this meeting has been highly attention by two governments. The meeting opened the door to the pragmatic cooperation between China and Russia in the field of satellite navigation, made a clear willingness of cooperation and laid a solid foundation for the subsequent steady cooperation.
